Ireland blazes the trail to charging by weight

With environmental pressures on landfill sites steadily mounting, weighing specialist PM Onboard reports that an increasing number of local authorities within the UK are looking for tailor-made solutions to meet the complex problems of collecting and recycling waste. With each household in the UK producing in excess of a tonne of rubbish a year, the Government is exerting more and more pressure on the 465 local authorities to introduce bigger and better schemes to promote recycling, an area, where in contrast to many EU countries, the UK recycles a mere 13 % of its rubbish.

Demand grows for waste weighing equipment in Ireland

The growing market for weighing equipment, including on-board equipment, spurred by the new legislation in Ireland requiring payment by weight or by use for waste, was reflected in the presence of leading weighing specialists at IRWM 2004, held in Dublin in November last year.

Weight management keeps Manchester on track

Two Self 800 weighing control systems supplied by Weightron Bilanciai are playing a crucial role in Greater Manchester's ambitious waste recycling program. Greater Manchester Waste Disposal Authority has cently been awarded a grant of over £7 million from DEFRA to support the implementation of kerbside recycling and a sustainable waste awareness programme based on the 3Rs (reduction, reuse, and recycling) to around 350,000 homes across Greater Manchester. Residual waste collections are now being complemented by multi-materials recycling kerbside collections.

Charge-by-weight schemes need careful planning

Weighing already plays a vital role in monitoring waste collections and charging contractors by weight at waste sites is now well established. The technology for weighing and recording individual household waste collection is certainly available but the logistics and costs involved are immense. To many, the introduction of a "charge-by-weight" system will be seen as just yet another stealth tax without sound basis. If careful planning and thought is not given to any scheme, implementing such charges is likely to suffer the same fate as the Poll Tax. Honest and upright members of society will probably comply with any legislation, whilst others will look to ways of cheating the system. Trying to enforce new legislation will be very difficult and I'm sure it will bring about increased fly tipping and more trips to the local waste site.

IT maps out new perspectives on land conservation

Aerial photography, allied to IT data systems, offers a new perspective on the surveying and management of a wide range of land and conservation operations. In a recent development aerial photography company BlueSky has created a digital photo-map of a large area of the Norfolk Broads on behalf of the Broads Authority. The total area flown will comprise 557 km2 of the Broads Executive Area, which covers all the river valleys in the area. Flown at 25cm ground resolution the photography provides a detailed snap shot of the region for the purposes of conservation, planning and day to day management of this popular tourist area.
